Bought it for the toning and was happy to find the RPD in the 9. Not sure what the listing system is for these and if this one is in it.

Now that is odd. Nothing apparent on any of the other parts of the coin yet the 9 does appear to have a double line. O in date too also appears to have that double line inside the 0.
I would think if that 9 is doubled, the rest of the date would look that way also.

Weren't the barbers a 2 gang punch? How can the 9 show that obvious and the 1 not show anything if it is a rpd?

I believe you are correct that they were a two gang punch but anything punched by hand relies on how perpendicular the punch is held and how well it is punched. The Sans Serif mintmark from the 40's is usually known for having a skinny top curve and a fat lower one. actually it is very consistent in size and depended on how it was used as to how it looked. here is one of mine that defies the norm.

The 19 punch could have been at a slight angle to produce this RPD.
