I'd call it fine details, surfaces don't original from the pictures. It is an overton 103, I imagine it would sell for $60-80 in an ebay auction.

The coin is cleaned, if not harshly cleaned. It's quite obvious and likely from the pictures, I've seen hundreds of coins like this, so I'm fairly sure I'm correct when calling it a problem coin.
