I want to purchase this set because the coins seem pristine and havn't had the overwhelming toning/tarnishing I've seen in sets similar to this.

http://www.ebay.ca/itm/271915030296

Can you tell from the photos whether these coins are PL or Specimen? Adding to the confusion, the seller refers to these coins as "Prooflike", but from my understanding these coins in black boxes were specimens.

In your opinion, did the seller swap these coins out and put in fresh coins from the sealed PL sets? Is it possible to have coins stored in these felt sets for decades and not tarnish at all?

If I remember correctly the sets with the gold $20 like this one are specimen and the PL sets have the silver medallion instead. If it's been kept airtight and dry it's possible for the coins to stay in good shape like these. Can't tell from the pictures whether PL of Specimen though. Would need good close-ups or to view the coins with a loupe. I don't see why he would bother swapping them out though. The bulk of the value of the set is in the gold coin. Personally I find the price a bit steep at the current exchange rate; particularly if you have to pay that extra "import charge" courtesy of the GSP.

There was a thread a while back on differentiating Proof (not PL) and Specimen. The SP has a stronger strike than proof, so I expect that it also has a stronger strike than PL.

Here's the thread: https://goccf.com/t/195276

My Charlton 2009 says -
"In 1967 the Royal Canadian Mint produced two cased coin sets to mark the 100th anniversary of Confederation. The silver medallion set in the red leather covered case contained one each of the 1 cent to $1 (proof-like finish) and a sterling silver medallion designed and modelled by Thomas Shingles. The gold presentation set contained a $20 gold coin and one each of the 1 cent to $1, all of specimen finish. This set was housed in black leather case."

The coins were loose in the packaging and could be swapped out for business strikes or proof-like strikes.

I know there are subtle differences between SP and PL strikes, I remember a member noting the line on the base of the neck of the goose, and the line on the goose's head that denotes white and black coloring, also on the goose's back. Also remember a poster mentioning the cheek/neck and ear area of QEII on the obverse as different between SP and PL strikes. The features exist on the PL Dollar, just not as distinct.

Regardless of it being proof like or specimen, it is way too expensive
to buy in Canada.
With shipping and import charges, it would cost over $1100.00 Cdn.
You can get them much cheaper in Canada.

the toning on these sets was caused by the case and ones with out toning have a VERY strong chance of having been dipped. I personally would pass on it. not only have the coins most likely been dipped if they are the original sp examples but the gold looks cleaned...

It looks sp, please please please return it though, that dollar hurts to look at, it is so obviously mishandled and maybe cleaned at some point as well. It is covered in fingerprints, oils and what looks like dirt and other gross stuff. You would be lucky to find someone who would even pay a couple dollars over spot for it IMO.
