My Charlton 2009 says -
"In 1967 the
Royal Canadian Mint produced two cased coin sets to mark the 100th anniversary of Confederation. The silver medallion set in the red leather covered case contained one each of the 1 cent to $1 (proof-like finish) and a sterling silver medallion designed and modelled by Thomas Shingles. The gold presentation set contained a $20 gold coin and one each of the 1 cent to $1, all of specimen finish. This set was housed in black leather case."
The coins were loose in the packaging and could be swapped out for business strikes or proof-like strikes.
I know there are subtle differences between SP and PL strikes, I remember a member noting the line on the base of the neck of the goose, and the line on the goose's head that denotes white and black coloring, also on the goose's back. Also remember a poster mentioning the cheek/neck and ear area of QEII on the obverse as different between SP and PL strikes. The features exist on the PL Dollar, just not as distinct.
