Propably Spain
Date below the head, partially visible: 161(?)
I can not find any reference and would like to find the complete legend.

there has been one like this before on the CCF it's a from a Spanish ruled Milan. the coat of arms is from Milan

That is the only explanation I can think of
The etc was commonly used when the coin was to small to give all the titles
