Well, the date '1256' is visible and converts to 1836. That's all I can say without conducting any research.

A quick search on numista resulted in this: http://en.numista.com/catalogue/pieces35342.html - 5 Asper of the ottoman Empire in Algeria.

It fits your description of weight and diameter but the inscription does not entirely match. Regardless, it's very similar and maybe variating dies were used when they were stuck.
