to the CCF, 20For20 !I observed, that usual trend is to grade some "special" / "significant" NCLT issue, for example, some coin that appears in set only (like coins from the fractional sets).
They got grades, like Northerncoins mentioned, and sellers list only the 69-70 coins, while the 69' go for 'normal' price (close to issue, or relative to the sate, that were taken from). And the 70' command the premium.
In my opinion, people's will to pay more (not my approach) comes from the circulation coin collection, when highly graded coins really scarce and appreciated.

Not to forget to mention, that IMO, for FIFA $20for$20 no sense to pay more than CAD 20.00 . Only face value justify this high mintage, specimen finish, sport themed coin.
