I have a 2012 ATB Mint quarter proof set in silver. I know there are clad versions as well. Is the same true for State Quarter proof sets? All I'm seeing is clad.

Yes, there are silver State Quarters and silver proof sets available.

i have proof from 1999-2008 and the 2009 District of Columbia & Territories quarters set in the blue and white box.

The Silver & clad Proof sets from 1999-2008 contain proof quarters.

However, starting in 2004 the Mint introduced the Silver Quarter Proof Set. Containing only the silver proof quarters.

The clad proof quarter sets were available since 1999.

Mint-State-Quarter-Sets

State Quarters

Clad proofs 1999 - 2008, came in blue and white box.
The quarters came in both the complete proof set
and a quarters only set.

Silver proof
From 1999 to 2008 there are silver proof quarters
in the complete silver proof set, red and white box.
Silver quarters only set, 2004 through 2008 came
in gray and while box.
