I almost had the same question and I am glad I didn't ask as some responses were not the most helpful or friendly. The 8 is actually a 9. If you use a magnifying glass and move it around you can see that the left side of the number isn't completely closed making it a 9 and not an 8

kentarou A Mexican Peso is worth just over 5 cents US so this is a 2 and a fraction cent coin. As a coin it can not be exchanged in the US at the typical bank.

You are describing a die with a chip closing the 9 to create an 8. In this instance, that error is VERY common. All of the 1990's issues appear to have been effected.

Like the BIE Lincoln cents of the 1950's, a mint error of this type is extremely common because the small gap in the 9 is a stress concentration point and eventually a good percentage of dies will chip. It is collectable only in high MS grades to distinguish an actual broken die from a damaged original coin. There are many damaged examples now in circulation where the gap has been closed by post strike damage and wear. I have a couple. If your coin exhibits the die chip, it is an interesting find. It has been reported by many people on the blogs and some Mexican web sites, but no premium is attached by most collectors.

Value in a low grade like yours is very minimal in any event, certainly well under $1 US.
