That would be my guess as it doesn't have the rim nor the lack of center compression commonly seen with a simple weak strike. Notice how the mint mark stands out too.

Looks like the mint mark and the devices between the taller devices were reduced in circulation wear because of those devices being taller. Circulation is probably the cause of the breakdown of this coin. (but it is a silver coin)
