Mechanical damage.
See how the secondary image is flat and shelf like? Also not how the mint mark shows the same doubling. The mint marks in 1973 were punched into the dies after the design, so if it were a doubled die, the mint mark wouldn't show the same doubling.

Could it be Machine Doubling and an RPM?

Try to get a photo with the light from a different direction so we can see inside the cusp of the 3 better.

To answer your question, yes. An RPM or a doubled die can also show MD.

Nah, you're right, Machine Doubling, I turned it all around under the scope and it isn't an RPM!

There is a doubled die listed for a 1973-S.

When the date and mint mark are affected in the same direction is almost always MD.
