The commemorative 5, 10 ,20 mark from east germany was circulating issues?
I am more interested if they were by law circulating issues, not that some of them actually circulated which I knew already.
Anyone know anything?

From what I remember, the 5 Mark coins were circulating issues, but the 10 and 20 weren't.

By law circulating issue, I assume you mean legal tender despite not being issued in large quantities to mach the demand from circulation.
This term is simply called NCLT - Non-Circulating Legal Tender and is still quite common, if not more now.

No, I am referring to circulating legal tender(CLT), not NCLT.
I think 1 pfennig to 2 mark are CLT and also the 5 mark km22 is CLT.
All the other coins (5 mark , 10 mark and 20 mark) are NCLT coins.
Am I right?

I think you are right, yes.

Since the coins were usable for purchases (thus having a face value and a bill passed for them to be legal tender), they were by law circulating issues, but supply wasn't made for circulation.

The KM#22 5 mark (and the then newly introduced 20 pfennig coin) can be seen as propaganda tools, 20 years of DDR. Two new denominations in people's everyday money remembering them of the new nation is one great way to get to people.
