I need help identifying this coin error, if it even is one? Please help. Also I'm new to the website so I didn't know what forum to put this in.

PMD. The rim was hit by something, most likely an automatic coin roller.

A small clip on the edge of a coin will look more like this:

Another incomplete planchet:

Note the edges of the clip on the rim. A sure sign of an incomplete planchet.
