All the coins appear to be 1960s or similar vintage, so that would be my best guess for the date, too.
The bag seems to have kept them remarkably well preserved. Even the zinc coin - the small Peruvian centavo over on the right - looks just as shiny as the aluminum Korean coin behind it.
For five bucks, I'd have bought it too. Even if most of the coins were "duplicates", they'd all be upgrades.

I'd look for doubled dies too. Nice looking coins, looks like a similar selection of coins as one that I was giving as a teen (not sure about the packaging).
Nice!. Do not think I'd open it. This is one case where I'd say the packaging is at least as cool as the coins. Makes it a cross collectable too..... boy scout collectors may be more interested than numismatists.....imo
