It kind of has the appearance of a Dryer Coin or one that was spooned.

Quote: PMD for sure I don't think it's smooth enough to be a 'dryer' coin, so I'd say spooned.

I see this all the time on Canadian pennies, I am unsure why it is done; this spooning, but its not a mint error, it is PMD 100% sure.

I can see the remains of the denticles on both sides. They show above the rolled over "spooned" edge in a couple of places.

A Dryer Coin is one that has been in a clothes dryer for a loooong time. The edges eventually begin to roll inwards and look a bit thicker.

It appears as though someone placed the penny in a vice and used an engineer's 2nd cut hand file, going by the many very fine lines around the rim of both sides. The penny could/would have been slightly "squeezed" so that the vice can grip the penny without it rotating too much while being filed. This is a very feasible theory while wearing my engineer's hat.
Those many very fine lines on both sides of the rim look like filing marks.
