Can't help on the emperor but I believe the reverse is Victory holding Wreath.

I had been leaning toward that being an "O" in the reverse field at right (to the right of Victory's wing), with possibly a "T" before it...thus I had been thinking it may have been a "HOC SIGNO VICTOR ERIS" reverse, which would have placed the "TO" at right. Guess I was wrong again.
