Problem with the niche collectables they generally don't have a wide collector appeal. So the tend to end up in the bargain boxes My LCS has a couple $2.00 $1.00, .50 .25 or the 50% off the price if it is in a holder and priced. Then depending on what it made out of also figures into the pricing. And into that the Rotary isn't as big as it once was. Like any number of fraternal orgs. they are slowly losing members as the older ones pass on. They don't have the meeting halls and buildings they once had, and meeting in the free rooms at community buildings.
The Masonic temple in Detroit was in deep money trouble due to a lack of income from members and reduced rental of the halls due to age and that there are more halls and venues that can offer better facilities at competitive prices.

So a member and collector of their memorabilia would be the main person and how bad they want it would dictate what they would pay. Or a general token/medal collector like myself would pay $2.00 or under out of the bargain boxes.

Do you know what type of metal it is made of?

Probably aluminum. If so, value less than $1.00 as there are so very few collectors of this genre of token.

Maybe Silver? Would be worth silver value or close to it, but I'm guessing from the look of this it isn't silver.

Rare or scarce doesn't mean valuable in the token world as there are many categories of tokens that have only a handful of collectors.
