I think I have identified this as a Belgian Leopold I medal by Jacob Wiener to commemorate the opening of the Maison D'arret prison 1854-1855. I am basing this on similar medals I have been able to find online although I cannot find this specific one. Can anyone confirm this or offer a possible value?

Thank you. That is very helpful. As best I can see, the reverse says: Sous le regne de Leopold I roi des Belges. V Tesch, Ministre De Justice. Bon A de Hody, Administrateur des prisons. E.D. Ducpetiaux, inspect r gen l des prisons
