The second 3 also seems a bit high.

I received this note in change at a pizza place and immediately grabbed a couple of napkins and encased it. I'm kicking myself for not immediately going back to the same counter person and asking for ten ones in exchange for a ten. I guess I was too excited. I've been looking for error notes for a couple of years now and this is only my second one.

The note is very crisp, but that flaw near the serial year is odd.

This flaw seems like a bit of wood that one would find in some lower grade paper. But the printing seems under, rather than on top of it.

Nice find! I'm thinking that spot near the date is just a larger piece of paper fiber.
