When one of the digits in the serial number is raised or lowered, is it an error and or worth keeping?

If it is slightly turned (less than 1/4 of the way it is a very minor error and not worth saving in my opinion....especially if it is circulated.

If the digit is turned greater than 1/4th of the way to half way it is probably worth saving. Anything half way or greater is definitely worth saving.

That's my Two Cents.
