That looks like a "table medal" to me. (I'm not an expert on table medals so it could just be an antique drink coaster.) A table medal is a large single sided medal that is intended to be displayed on a flat surface like a table. The two headed eagle design suggests that it comes from Russia or Eastern Europe. Someone else on the forum may be able to identify it. Does it have any writing inscribed around the edge?

I agree that this is either some sort of decoration or a very fancy drink coaster.

The double headed eagle is a common image used across Europe since Byzantine times. Yours does not have a crown, nor the typical "orb and sword/scepter" in its claws, which leads me to believe that it is just decorative nonsense. The abundance of grapes is also odd--here is the closest that I could find online:

All that said, I really don't know what this is intended to be, but it certainly isn't a coin. Any clue what it's made of?
