That looks to me like Gallienus / Pax (which means PAX AVG).

I think on the obverse a radiate crown , on the rev : C ,I suppose S---C , so a dupondius.For the name of the emperor , we need at least a few letters.albert

I think BEN has got the emperor right.
It looks as though the reverse character is holding either scales or a purse, based on this I have narrowed it down to
GALLIENUS - RIC 287 v4 Field Mark.
Reverse - VBERIT ASAVG
VBERITAS standing left holding purse and cornucopiae, Epsilon in right field.

At 17mm I think we are seeing a bit too much completeness of the design for a dupondius. Given the radiate obverse, I prefer to think it is an antoninianus. I like Ben's suggestion, or one of the Gallic emperors. As for the "C" in the right field, not sure what to make of it, or even if it's the complete figure.

Edit: hadn't seen the suggestion by tenbobbit, but that reading of the reverse seems to fit the best.

sorry , I forgot the size and 17 mm is small,but possible for Gallienus , mine are between 19 - 21 mm.albert
