Just make sure that it isn't an air bubble floating it.
When doing a specific gravity / density / floating test in the lab, we generally submerge it in tweezers and then shake it out.
You need to make sure it submerged and doesn't have a bubble, but if you do that and it floats, it can not be PVC.
In hindsight, maybe saying it as 'if it floats, it isn't PVC' isn't the best way as you could have a surface tension thing going on. Probably a better way of saying it would be if you sink it and it rises to the top without the help of an air bubble, it isn't PVC.
