It's an imitation of a California fractional gold piece. Gold was coming out faster than Philadelphia and New Orleans could ship silver and copper in, so many people started using privately minted, tiny gold coins for everyday transactions. Genuine pieces are extremely rare and highly prized, but there are countless reproductions, fakes, and fantasy pieces that come out of California tourist shops. Some are real gold, some are imitation gold, and others like yours are gold plated base metal. Looks like somebody thought that this coin was solid gold and scratched it to be sure.
