Not a proof. It is a cameo coin from an uncirculated set. The RCM did not have the technology to mint proof coins 'til '73 when they issued the first proofs for the Montreal Olympics. Proof struck circulating denominations, like the quarter, did not appear 'til '81
"Dipping" is not considered cleaning...

Non-proof cameo quarters can be found from 1940-1975.
"Dipping" is not considered cleaning...
