Assistance In Ebay Resolution Process

Well, I knew it was bound to happen at some point... Dealing with a nightmare situation with an international transaction on ebay... I've had some difficult transactions before but every other time I've been able to get in touch with a reasonable person at ebay who was able to provide some assistance...

Here's my question: Does anyone on here know of a person who I can speak to anywhere at ebay who will actually be of some assistance? I spent a couple of hours on the phone this morning and the people I spoke to kept telling me things that contradicted exactly what ebay says on their own pages... According to the 'representatives' I spoke with today, there is little that can be done on international shipments unless it is through their global shipping program... Despite the fact the package was shipped, tracked internationally and fulfilled all their guidelines, apparently customs delays allow for seller deficits and refund of the coin, in less than 30 days on an international transaction...

Would REALLY like to speak to someone who can do something rather than tell me I need to use their Global Shipping program

Global Shipping Program is rip-off-ly expensive and doesn't take into account UK customs and Royal Mail rules for imports.

I never bid on anything that is shipped using Global Shipping Program.

If that means it's riskier to buy internationally when sellers don't use the program than that's a risk I'll have to take.

@jderm Have you asked to talk to a supervisor instead of the CSR? And if it is not in the ebay rules and regulations that you HAVE to use their global shipping program I don't see that they can hold it against you. Sorry, I've sold about 10 things on ebay in the last 10 years so I don't know any of the sellers requirements. Perhaps a supervisor can help and I'm sure you already are but be nice... and calm.

I purchased a gold cob from Spain. Sent wrong coin. He tried to sell me coin he had sent. It was a coin that looked like it had been chewed on. Needed to return coin however due to unforeseen circumstances was not able to go to USPS. I had to use UPS to return. I asked seller to purchased shipping label and send it to me as he was able to and I was not able to since I had to stay in bed. he kept complaining that I was not contributing to help him. h/e sent wrong coin and has 2 legs. He sent wrong coin He could have emailed me a shipping label, instead he preferred to email me about 20 times most were complaining he would send money for shipping and I would get label. I explained my circumstances but that didn't bother him at all. he also wanted me to say it cost 29 euros instead of 795.00. ebay did not want to help in any way with sending via global shipping as a result shipping was 113.23. ebay promised to get my money for me as soon as it was delivered. Today a supervisor did nothing to help me. Tracking indicates item has been delivered but ebay will not refund. Seller is in NY and not in Spain at the moment. This purchase has been going on since NOVEMBER 20TH and this is January 11, 2016.
I don't think I am out of line asking for my money today! I now have to wait 3 more days before ebay can help me. That is not what they told me. They said they would return my money to me when TRACKED AND it was delivered. ebay DID NOT HELP ME AT ALL on anything AND DID NOT KEEP THEIR WORD. THEY DID NOT REFUND WHEN DELIVERED. I have called ebay 12 times about what I was going through and no one cared! Actually If I told you the whole story I think I would cry!
I am not feeling sorry for myself but the circumstances are unreal and I have taken up enough space to tell you about my plight. However, once in a while you get someone that cares! It seems to be getting rare, lately.
