This coin has had a rough life and has a lot of PMD, but that said, it looks like it has an obverse Cud at 2 o'clock. What are your, opinions?

Tough call.
I'm not sure it's a Cud, but I won't say "no".

In this case The coin is such a basket case it won't matter. That piece has had a rough life .

What I was wondering is 'how many times has that coin been used to pay for a cold beer?' in its early days.

Kidding aside it does look like a Cud from both sides.

If it is not a Cud, what would one have to do to a coin to get metal to fill the spaces between the letters and all the way to the rim like in this coin?

It looks like that is where the coin was gripped to enable the other damage. Vice or vice grips etc.

Thanks nickelsguy for the follow-up. I'll have to sacrifice some coins someday and do some experimental PMD with a vice etc. to better understand how this can happen.

@wildflowerAB --> PMD = Post Mint Damage but your PostMortem Diagnosis is very appropriate for this poor coin

Just a follow-up. I finally received this coin that I bought on ebay and it is clearly PMD and not a Cud. The coin was struck very hard on the edge but the point of impact isn't seen in the pictures the seller posted. The point of impact looks like a small screwdriver was hammered into the edge of the coin. The force sent metal bulging out filling the space between the letters. Then with time the coin was worn down and the result looks like a Cud.
