That is the design of the coin. All of them have it. Columns 5 and 8 as well.

I know 5 and 8 have it, are you sure about first and last?

This one doesn't have first and last doubled. It's a 1999.

CoinMasters, the extra columns are very close to the level of the field so they are some of the first design elements to disappear as the die ages and is dressed down.
I circled two areas on your example coin that show bits of the extra column still there.

Over polishing of the dies, sometimes remove mid depth devices. The ones suffered this damage from the over polishing.
