It looks like a linear plating bubble. (gas under the plating) This can happen on the fields or on devices.

Coop has it right, of course, but I can see where someone would get a bit excited about that bottom apostrophed date. It would certainly make me look twice.

I would have been wrong on this one as my guess would have been a "dropped letter l" from IGWT...

I could have stayed quiet, but when your wrong there is no shame to admit it.

On a dropped letter, it would have to be incuse.
Have-You-Ever-Seen-This-Before?--1990-Cent
This could be mirrored or normal shaped depending on how it fell onto the dies. But the main point is that the area in question is larger than all devices on the coin. So it could not be a dropped letter. Also the fact that it is raised and not incuse. Being raised would mean it would have to be a gouge on the die to make it raised. But it is just a gas bubble under the plating.

You sound like the beginning of a very successful coin hunter. Yes there are a great bunch of people on here, and yes it's tough to get your bubble burst (so to speak). While that teaches you what you don't want, you're gonna be amazed as you learn what you do want. Happy hunting.
