I personally wouldn't buy ICG just because they are the lowest regarded of the major graders. I also regularly find BU 60's cents in rolls (not proof though). Are those hairs in the case or just on it? Anyway for $2.50 you can't go too wrong. You don't have as easy access to cents like we do in the U.S. Maybe you can try to get a complete slabbed LMC proof set, that would be kind of cool!

Everything to IGC is either MS-70 or PR-70. Sorry to inform you ,your Lincoln Cent is not a 70. need close up pics of both sides of coin to try and get a decent proof grade for you.

I disagree T-BOP, ICG may not be a reputable as NGC PCGS or even ANACS, but it is a semi-quality holder. From what I have been gathering in my research of slabs is that whatever ICG grades it, knock 1 grade down and thats what the big 2 would grade it.
Of course this is not always accurate, but then again neither is saying they grade everything at 70.

You should buy the coin, never the holder. You can put a crappy coin in the best holder available and it is still a crappy coin. I'm not saying your coin is crappy at all, it may be a very nice coin. I'm just saying the holder shouldn't be the selling point of a coin. For the price, I would say you did fine.

It's very close to accurate with ICG and Lincolns. They have no clue whatsoever regarding this series, regardless of their skills with others.

I learned very early as a collector not to buy ICG coins based on the grade on the holder (e.g., when the pictures posted aren't that good) after buying what a I thought was a very high grade 1959 Lincoln and finding it had a gash in its neck the size of Kentucky. For some reason they're just really off on U.S. coinage - and not infrequently, imo, off much more than just a grade. It seems, though, that they're more highly respected in other areas - like with ancient coins.

I would pay $1. Of course, there is one grading company who grades everything MS70. In that case, I buy the holder, not the coin.

Disagree, I own, have owned and looked at many ICG Lincolns, I like their grading. Now proofs, I don't know, but they do a good job on business strikes IMO.

For the price that coin is OK. However, if it's really a PR-70, then I've got a few PR-75's. Maybe even a few PR-80's.

ICG isn't a bad company, they just need some more tweaking and better authenticators... If they hired some of us I'm sure ICG would be up there with ANACS.
