The seller has a 100% rating and does not look to be a novice. I just do not see this as a mint error.

What would have caused this?

Seller has a solid 15-year record but does not appear to do much with US issues. He's hallucinating here, in my opinion.

Looks like some sort of intentional stamping, for whatever reason, not mint damage, as Dave said. I think the bidders know that, and are bidding on the coin anyway. The 55s are tough, and this one is worth some $ even with the unsightly marks. It's a nice high EF details coin....heck, probably AU.

It'd be a very beautiful AU-53+ or so coin had it not been for the rim dings and the stamping, or maybe I guess you could say counterstamp.

I don't know if those are obv. scratches, however.
