Looks to me like it was struck through something.

Looks to me like it's a pre-strike delmination. If it were struck through something, wouldn't the devices there be squashed, as well? (Just askin'...)

Lamination has my vote. See the bottom left of the 'C' in "CENT" it hasn't pealed but you can see where the other part pealed away from it. As for pre or post strike, not too sure..

Profiler, I don't really understand it, but I'm pretty sure the devices still show.

Pre strike lamination. If it was struck through, the devices wouldn't be there.
