Is this jus part of the design or is it a type of double eyelid?

The image isn't much help. (it gives me a headache) Also what year is this? A side by side (with a coin from the same year) might help to see if it is normal or not.

Coop it's not blurry and yes I did a few side by side and this 2003d was the only one.

The image is full of noise & too much light. Take it outside & snap a photo in the sun (no flash). You'll get a much better result.
