Circulation wear removed most the design. There was a DDR that year, But yours isn't one of them:
1939-Nickel-Monticello
Even with circulation contact the devices are still wider from the spread of the hub.

I have found 2 well worn examples.

Even in VF grade you can easily spot the DDR.
