Here goes a stupid question. Does anyone know why coins from Israel are so cheap? Yes, they have been struck in extremely low mintages, but their prices are ridiculous. For example, I have found some mintages of 15000 with a value of 20-30 dollars (in Krause).I suppose that people aren´t interested in Israeli coins, but, why?

This is nothing uncommon with world coins. Just look at the mintage numbers for some of the coins from Belize. You can get coins where less than 1000 were minted for under $10 on ebay. Part of the equation is how many coins make it into circulation and the other part is how collectible the coins are. If less than 1000 of anything were minted by the US Mint there would they'd sell for a fortune.

There's also the fact that the Israel Govt. Coins & Medals Corp. has over the years issued a lot of commemorative coins, usually for fairly high prices. This has killed off or scared away many of the potential "gotta collect the whole set" folks. People will only want to buy particular Israeli coins that fit their collecting theme.
