If you like it, keep it.

I have to say that Washington's mouth looks like it's been stitched shut and I find that very creepy.

Probably spend it.
I went through $50 of Blue ridge parkway Denver quarters and for me the two marks on the road would make it not good enough for me. Although, if you're doing an album you could just save it and upgrade it if you find a better one.

If you like it throw it in a drawer or put it in a 2 x 2 and keep it. It's only a 25 cent decision so hold on to it for 10 years then take a look at the cartwheel

spend. I have no idea how you came across this, but if roll hunting, I would only keep MS 69+ type coins of this late/current date. If today was , say--- 2019, I might keep it. But it is way too current and many better pieces can now be found. Emphasize "now". [and yes MS 69 coins can be found in "new" uncirculated rolls, but not common].

First thing I noticed. You might have something here. Maybe just the lighting, but looks like a zombie quarter.
