Are you asking for a grade? I am new on this list, so I will offer an estimation. If it is not under plastic, I would suggest VF-30. Monticello seems quite soft on the left side (plastic interference?). Also many many small contact marks are apparent, especially obverse. The reverse shows slightly misaligned dies, or?. Overall the strike is medium to weak, no steps, a tad soft near Jefferson's ear.

The reverse looks like PMD to me, but don't quote me on that.
