It could have been gold plated by a third party after it left the mint like the state quareters that they were selling on QVC in 1999-2004 ish.

There's many plated coins, most are just novelty items.

A plated coin is considered post strike damage,PSD. Little if any premium.

Interesting idea:

If the penny is withdrawn from circulation issue, it could be issued for collectors in small numbers as a gold proof.

That was done in Australia, 15 years after the bronze cent was discontinued for issue into circulation.
