Can someone please tell me what was the difference between a prestige proof set and a regular proof set besides the silver commemorative?

Not exactly sure what your asking.

Prestige set has the same coins plus Commemorative dollar.
Sometime it will have both the Commemorative dollar and
half dollar.

This Link will have pictures of a lot of different mint
offerings. There are some Prestige sets on page four

Prestige proof sets also have a different kind of packaging than the regular proof sets.

Correct. The commemorative coin(s) and the packaging are the only differences.

Also note that the regular issues coins ARE CLAD NOT SILVER.

I think the commem halves may also be clad.

Thanks! I guess I'll just get a regular 1983 proof set then since it's pretty much the same thing.

The commem halves are clad with the exception of the 1993 Bill of Rights which is 90% silver
