Not Cuds. I think they would be solid to the rim if so. Looks like the rim was scalped and pushed onto the coin right over the devices. Really odd they didn't tear at the ends. How it occurred in both places is a mystery. I like it for that!

Not an error, just damage. The metal is folded over struck devices so it happened after the coin left the Mint.
