More specifically, below the numeral 10 reading left to right the first two characters identify the Showa period and the next three characters represent 4,10, 3. This is read as 4x10+3= 43. The last character equates to "year". Thus, the 43rd year of the Showa period. As year 1 of Showa period is 1926 when Hirohito became ruler, year 0 would be 1925. Adding 43 to 1925 yields 1968.
