1969 No Phil Quarter Mint Set

I have a Mint Uncirc set with 2 "D" Quarters and no Philadelphia Quarter. Is this an error or just a common mistake?

That to me would be an error on the mints part.

The issue with these is that those packages can be opened and re-sealed by those who are inclined to do so. Not to cast aspersions, but there are some dealers and some collectors who look for a super gem piece in a set, open the packaging place another coin in it and seal it up again. They don't pay much attention to what they put back in. They usually use the same year piece but not necessarily the right mintmark piece.

Error sets like this have also been "created' outside of the Mint.

So, your set might be a real set that was put together incorrectly or it might be one that has been tampered with. There are common heat sealing machines that can close those sets up and not even an expert can tell that it was done outside the Mint.

It is for that reason that they can be interesting but they don't command a premium.
