What is going on above the word state on these pennies?

Also, if a coin has no rim on one side and a wider than normal rim on the other side, is that considered off center or does part of the design have to be missing? I can post pics of them as well if needed. Thanks

Slight separation in copper coating. Interior Zinc showing thru.

Morgan got it. You see separation like this quite regularly. I do not know why, it must be the relationship of the letters and the rim, but it seems like the copper gets very thin and cracks.

Just remember that from the perspective of the die, the edges of those letters are very sharp. They simply cut through the copper plating during the strike. It is very common.
