The reverse seems to have strong cameo, but the obverse shows the typical weakness on the bottom of Franklin.... with the spotting I am gonna go with PF64 but I think this one probably looks much better in hand. I now have a graded set of halves from 1953 to 1964 in proof 66 or proof 67 cameos. The Franklin half set was the first I had finished in my years of collecting and a cameo proof set seemed to be a nice progression from that original set collected 30 years ago. The remaining 50, 51, and 52 are going to be expensive. Maybe I will follow with the Kennedy's Report this Post to the Staff
