I believe that is caused by die wear

You see "stretching" of letters and stars on Capped Bust half dollars which is attributed to die wear. It can be very obvious since they really pushed the dies for maximum service life in those days. Your coin seems to show a similar but less extreme effect, visible at other points along the left side of the reverse rim. Pretty cool, and the first time I've seen this on a Walker.
