PMD. I've got a nickel with several large lamination peals that are still attached, it's not damage, no one shaved the metal somehow. It's just a matter of circulation if the lamination falls off or stays attached. Also, I assume it's possible for a coin to have it's lamination peal immediately after being struck, such as when being counted/rolled in which case it still happened AT the mint and was still caused by a mint error.
