Yup. You can only buy them from the mint in bags and rolls. No option to buy singly or as part of any set. I have to get them singly from dealers who buy the bags and/or rolls.

Not yet.

In the last box of quarters I did I found 3 rolls worth of ATB out of the 50 rolls in the box. It's hard enough finding the standard issues.

I did find one "S" non proof two or three weeks ago. I don't recall which one is was though. Still Lookin

I've put a couple dozen "S" circulation-finish ATB Quarters into circulation, but of course they were "culls" with noticeable appearance flaws (bagmarked, planchet rinse stained). It is fun (and very convenient) to be able to just spend the appearance-impaired coins.
