I have not seen this before either, and having " ebay" listed on a slab would not instill much confidence in me.

The TPGs will do special labels for bulk submitters. Or this could have been a marketting ploy to sellers in the ebay bullion center.

While it does have "Sample" on the slab, this looks to me like something I would call an advertising slab. As BStrauss says anyone can do a bulk submission and have special labels done for themselves. A lot of coin shows and dealers do this, usually with very low value coins, as giveaways. Just like the TPG's do themselves. In this case it kind of looks like instead of giving them away, they are selling them. And no I have not seen this one before.

I don't think it is a SAMPLE slab.
It looks like a Photoshop job as the right edge of the barcode is blurred from the eraser tool.
I think the seller just removed the cert number so that they could use the same photo for multiple listings so that uninformed buyers don't claim that they were sent the wrong coin when the cert number in the picture doesn't match the one they get.
From the auction description "This 2013 1 oz Silver American Eagle Coin was graded by NGC as Mint State 69"
Looks like a PCGS slab to me. Who knows what you will actually get if you buy it.
