1984 P Washington Quarter Error?

I came across this 1984 P quarter earlier which has an apparent strike error across the top of "liberty" as well as a chip that I'm not sure whether it's another mint error or damage from circulation. As I deal primarily in older U.S. coins, I'm unsure about what the value may be. Anybody have any ideas?

it's damage. Worth a quarter. See the metal that was displaced? That means something forced it to that shape.
