Found this 1872H quarter today and noticed the N in cents looks like an old gnarly tree burl. Opinions on this, if it's PMD or what would be the cause, any information as to a known error?

Look how the top of the E has been pushed over. PMD
"Dipping" is not considered cleaning...

PMD could explain all, but I'm not convinced, I would think that all the material moved would show more force.
