What are you seeing hub doubled. All I can see is devices that are reduced in size. When this happens it is from a normal die with machine damage on the deices.
Notice the vertical spread on these devices?

Note the space between the tops of the devices. Either a different hub was used, or the second/third hubbing the hub was getting warped.

This can happen on just one area and the rest of the devices will be normal. (class 2)

On your coin the look I'm seeing is just machine damage pushing the devices upward from the center on PLUTOBUS.

What is your light source? The stronger the light, the stronger the diffuser. Filter that some and you should see a difference. But I do see hub doubling on this coin.

Maybe a lower angle on the light source?

Depending on the light, grocery plastic bags/rice paper, facial tissues or even bond paper will reduce the glare.

Try to avoid the light shining down directly on what you want to show.

Let the light fall across the devices, rather than straight down on what you are trying to show.

Note my images above. An editing soft ware program also helps.

This one is a tough year. 1964 plain reverses are up to 111 different varieties (not all are BU examples, a lot of them are proof examples) There are also three different Working hub reverse also to add to the mix. So some are common, and others are nicer.

A tough year to ID. Even with this number listed, they are still not all listed. Check for your strongest spread and take it from there. (Proof coin markers are tough, but helpful as they only strike 3,000 coins for each of these dies)

When trying to match up hub doubled examples from so many different choices, you start to appreciate the differences between them. The eye really starts to develop then.
